Winnipeg sex offender Winston Thomas to be released from jail again

A convicted sex offender who is repeatedly released from jail and re-arrested is being released again and expected to live in Winnipeg.

Winston George Thomas, 38, is scheduled to be released from the Headingley Correctional Centre on Wednesday. He's considered at high risk to reoffend, states a news release from the Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU), a joint forces unit of the Winnipeg Police Service and RCMP.

Females of all ages are at risk of sexual violence, the release states.

Thomas has previous convictions for two counts of sexual assault, two counts of assault, aggravated assault and many other criminal offences. Although he participated in some sex offender treatment programs while in prison, he is still considered a high risk to reoffend.

In March 2007, Thomas and two other males met up with a 13-year-old girl at a shopping centre in Winnipeg. They took her to a residence where they drank liquor and smoked marijuana, the MIHRSOU release states.

The girl was prevented from leaving and Thomas sexually assaulted her. He was arrested a short time later and sentenced to two years less a day.

Since then, Thomas has incurred two more convictions for assault, a conviction for forcible entry and nine convictions for failing to comply with probation orders. 

The MIHRSOU has put out previous news releases on Thomas in 2010, 2012, 2013, 2014. He was also arrested in January of this year for breaching court conditions, then released in May and re-arrested that same month.

"This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Winston George Thomas will not be tolerated," states the release from the high-risk sex offender unit.
