This pair had to be pulled from the water after getting into trouble in a raft near the Harvie Passage.
They are now facing alcohol-related charges.
The city has issued repeated warnings that the Bow and Elbow are not safe right now because heavy rain has caused high water levels.
The rivers are also full of debris — making visibility extremely poor.
Police say adding alcohol to that mix could be deadly.
