Court documents viewed by CBC News say Summerside developer Nathan Kember, 32, threatened to kill three people, at least two of whom work for the provincial government. Kember and his company Strategic Holdings are also facing 11 charges under the Environmental Protection Act, with the province saying they did work in a buffer zone or watercourse without the necessary permits.
