The rail line announced Wednesday by Prime Minister Justin Trudeau is expected to create more than 51,000 jobs and get passengers from Toronto to Montreal in three hours. Trudeau called it a 'game-changer,' with the potential to turbocharge the country's economic growth, but with the design phase alone expected to last four to five years, how long will it be before they lay the first rail?
