A 19-year-old man has been charged with first-degree murder, while a 16-year-old boy has been charged with accessory to murder related to the death of a man in front of the former Water World building near downtown Windsor in January, Windsor police say.

On Jan. 27, officers responded to the 400 block of Wyandotte Street E. after receiving a report of an unresponsive man outdoors. Upon arrival, officers located 53-year-old Sean Shuart suffering from a single gunshot wound. The victim was transported to the hospital, where he was pronounced dead.

In a news release on Thursday, police said investigation determined the victim was fatally shot following a verbal altercation with another man. A suspect fled the area before officers arrived.

The Windsor police major crimes unit later determined that a suspect, known as Ty, had left the Windsor area. The investigation led officers to Peterborough, where a joint operation between Windsor police and Peterborough police was initiated, police said in the release.
