Former Thunder Bay Police Service lawyer faces obstruction charges
Ongoing investigation dates back to late 2021, say Ontario Provincial Police
Ontario Provincial Police (OPP) have laid five charges against a former lawyer for the Thunder Bay Police Service (TBPS).
On Tuesday, Holly Walbourne, 37, of Thunder Bay was arrested and charged under the Criminal Code with:
- Obstruct public or peace officer.
- Breach of trust by a public officer.
- Three counts of obstruct justice.
The charges come following an investigation that began in late 2021, when the Ministry of the Attorney General requested the OPP investigate allegations of misconduct by members of the TBPS, according to provincial police.
That review led to an investigation by the OPP Criminal Investigation Branch (CIB) that is ongoing.
Walbourne was released from custody and is scheduled to appear before the Ontario Court of Justice in Thunder Bay on May 10. None of the allegations have been proven in court.
Police, board provide comment
On Tuesday evening, the TBPS and the Thunder Bay Police Service Board issued a joint statement saying officers have been working to serve the community while the OPP conducted its investigation, and they're committed to rebuilding trust with the community and reviewing governance practices.
The statement says Walbourne resigned about a year ago, but had a retainer agreement to work with the force to assist with the transition of incoming police Chief Darcy Fleury. Walbourne is no longer providing services in any capacity.
Neither the police service nor its oversight board will be providing further comment.
