Pte. Barrett Hiebert is accused of one count of trafficking what an Armed Forces spokesperson said was a small amount of cocaine.
The charge was announced by the Canadian Forces National Investigative Service, the investigative arm of the military police.
Shilo is located about 180 kilometres west of Winnipeg.
In June, 12 current and former soldiers from CFB Wainwright in Alberta were charged with a total of 70 drug offences.
