Released sex offender, considered high risk to reoffend, expected to live in Winnipeg

A violent sex offender with a lengthy criminal record, including a conviction of manslaughter, will be living in Winnipeg and is considered a high risk to re-offend, Winnipeg police say.

A convicted sex offender with a lengthy criminal record, including a sentence for manslaughter, will be living in Winnipeg and is considered a high risk to re-offend, Winnipeg police say.

Cecil Junior Houle, 48, who also goes by Chubby Houle and Junior Houle, was released from Manitoba's Headingley Correctional Centre on Sunday with a lifetime prohibition on weapons. 

Houle was incarcerated after failing to comply with the conditions of a probation order, police said in a news release Sunday. He will be on probation until Sept. 26.

Police said Houle was convicted of manslaughter in the death of his common-law wife, and of sexual assault causing bodily harm to an 18-year-old woman. 

He was sentenced to 12 years for manslaughter and five years for the sexual assault — time he served concurrently.

Houle's criminal record also includes convictions for sexual interference, assault causing bodily harm, carrying a concealed weapon, and numerous counts of failing to comply with a probation order and failing to comply with a recognizance order.

Although he participated in treatment programming in the past, police said he is still considered at high risk of reoffending in a sexual manner, and all people, in particular women, are at risk of sexual violence. 

Information regarding Houle's release is intended to enable members of the public to take suitable measures to protect themselves, but any form of vigilante or unreasonable conduct toward him will not be tolerated, police said.
